Voice-over: As the cauldron “Snow Lilac” for the Asian Winter Games is ignited again, the “Global Mayors Dialogue · Harbin” event officially commences. Having been held in nine cities, the Global Mayors Dialogue (GMD) aims to foster mutual learning through dialogue by inviting mayors from cities around the world. Unlike before, this time the mayors have travelled all the way to Harbin for “ice and snow”.

Deputy Mayor of Magdeburg, Germany, Thorsten Kroll: The city of Magdeburg sees this as an incentive to incorporate elements of ice and snow into its own tourism stragedy.

Voice-over: Focusing on how to leverage ice and snow resources as a pivot for urban transformation and upgrading, the mayors engaged in exchanges of ideas. They even moved one of their dialogue sessions from the conference room to an outdoor venue. Dressed casually, they immersed themselves in a hands-on experience of the ice and snow activities.

Voice-over: The creation of an “ice and snow IP” served as the core topic of the Global Mayors Dialogue · Harbin. During the event, mayors and mayoral representatives visited several landmark attractions in Harbin, experiencing firsthand the city’s innovative practices in harnessing the “cold resources” to foster opportunities in the ice and snow economy. Christina Machaira kept asking me about the history of the architectural complex of various international styles along the street. She expressed particular interest in how urban cultural heritage is transformed into tourism products.

【画外】对于市长们来说，行走在哈尔滨的百年老街，是一场难得的城市Citywalk。海基·康蒂奥萨洛与中国游客热聊起了美味的烟囱冰淇淋，还在古老庭院前留下了浪漫的飞吻。扎费尔·艾纳勒则是喜滋滋被中国“小粉丝”送上了特色面包。平时总是一脸严肃的市长们，此刻露出了童真的笑容。在哈尔滨市民热情邀请下，市长们还兴致勃勃参加了一场别开生面的冰上龙舟赛。
Voice-over: For the mayors, strolling along the century-old Central Street of Harbin was a rare urban Citywalk experience. Heikki Kontiosalo chatted cheerfully with Chinese tourists about the delicious chimney ice cream and blew a romantic kiss in front of an ancient courtyard. Zafer Aynalı was delighted to receive a loaf of bread from his little fan in China. The mayors, usually serious, beamed with childlike smiles at that moment. At the enthusiastic invitation of Harbiners, the mayors also eagerly participated in a unique ice dragon boat race.

【画外】当室外的温度还在“冰点”以下，市长们的热情却达到了“沸点”。寒地城市如何把制约发展的“冷”变成吸引人气的“热”，也在一次次走读体验中逐渐清晰。最终，冰天雪地中“撒欢”的激情，转化为推动共赢的努力，并凝聚成了城市治理的共识。
Voice-over: Despite the freezing outdoor temperatures, the enthusiasm of the mayors’ has only grown stronger. Through multiple inspection tours, the question of how cold cities can transform the “chill” that hinders development into a “warmth” that attracts people is becoming increasingly clear. Ultimately, the passion for enjoying ice and snow activities transforms into efforts that will foster win-win results and converges into a consensus on city governance.
